1998 Accomplishments

  1. Core functionality of Data Finder Internet data search and retrieval tool operational in March. Tony Mathys, Metadata Intern, was hired to promote metadata development among MetroGIS stakeholders necessary to expand functionality of Data Finder. Dialogue initiated with Minnesota Geographical Data Clearinghouse managers to work through compatibility issues. Application developed to simplify use of FTP utility to one-click of "on-line linkage" in the metadata record.
  2. Data and Cost Sharing Agreements in place with each of the seven counties. A document to explain the agreement initiative, data available, whom to contact, and responsibilities of recipient organizations widely distributed. Log maintained by the counties and the Metropolitan Council document numerous instances of data sharing.
  3. Significant progress made to prototype a uniform data-sharing license through negotiations to secure a license with Hennepin and Washington Counties.
  4. Discussions regarding formation of a GIS Users Group have commenced in Anoka, Carver, Scott and Hennepin Counties. Users groups are active in Dakota, Ramsey and Washington Counties.
  5. Policy Board endorsement of:
    • Functions that should be supported by MetroGIS.
    • The Lawrence Group’s Street Centerline Dataset as a primary means of address matching for MetroGIS.
    • The Metropolitan Council as compiler and custodian of the regional MCD/County Jurisdictional Boundaries Dataset. Desired specifications for the regional dataset and custodian responsibilities approved by the Coordinating Committee.
    • The Minnesota Geographic Metadata Guidelines and promotion of their use by MetroGIS stakeholders.
    • Guidelines for working with address data.
    • A recommendation to the Public Utilities Commission concerning its Telecommunications Utility Mapping Mandate.
  6. The partnership of Metropolitan Council, Mn/DOT and The Lawrence Group received a Governor’s commendation for exemplary GIS project which promoted the principles of MetroGIS through the Street Centerline Data Project.
  7. Received grant funding through the National Spatial Data Infrastructure (NSDI) program for two studies: "Developing a Fair-Share Financial and Organizational Model for MetroGIS" and "Evaluating the Effectiveness of MetroGIS".
  8. MetroGIS newsletter, Coordinates, published December 1998.
  9. Website redesigned to accommodate MetroGIS’s transition from the organizational to operational stage. The redesigned site is expected to be fully populated and operational by February 1999.
  10. As a result of the 1998 MetroGIS Participant Satisfaction Survey, a decision was made to consolidate the three technical advisory teams (data Access, Data Content and Standards) into a single Technical Advisory Team. This team should be operational by winter 1999.
  11. A process was prototyped to evaluate user satisfaction with regional datasets and to response to suggested improvements.
