MetroGIS 2000-2003 Business Plan (November 1999 to April 2000)

Work on preparation of MetroGIS's first Business Plan was initiated November 1, 1999. The same consultant that headed up the "appropriate organizational structure" component of the Fair-Share Financial Model study was retained to assist with MetroGIS's Business Planning Project. The Metropolitan Council financed this consultant contract in accordance with its MetroGIS "sponsor" commitment. The scope of work for the consultant contract details the tasks undertaken to develop MetroGIS's initial Business Plan.

On April 26, 2000, the MetroGIS Policy Board unanimously endorsed MetroGIS's first Business Plan, with a planning horizon of 2000 to 2003. The endorsed plan provided: a description of functions identified as priorities for MetroGIS to support, an analysis of organizational structure issues and opportunities, a projection of the cost to provide solutions to each priority business information need, a projection of annual operating expenses, long-term funding issues and opportunities, parameters for a proposed regional parcel data pilot study and a recommended course of action concerning non-government access to parcel data, and a summary of the business planning process.

In June 2000 the Metropolitan Council approved this Plan, with its planning horizon of 2000-2003, and agreed-in-principle to continue to serve as the primary funding source for MetroGIS in accordance with the recommendations set forth in the Plan.
