MetroGIS's Business Information Needs Process calls
for each regional custodian and MetroGIS to co-sponsor Data User Forums on a
reoccurring basis for each endorsed regional dataset. The frequency of the forums is determined by MetroGIS. The
purpose of these forums is to monitor user satisfaction and identify desired or needed enhancements to the regional
data solutions, insuring they continue to address the needs of the MetroGIS community. The history of these forums for
this dataset is as follows:

The Metropolitan Council, acting in its capacity as regional custodian and on behalf of its own internal
business needs, contracted with The Lawrence Group (TLG) to rebuild the 1990 and 2000 census geographies to align with
locally-produced street centerline and other related data. Refer to the
history section of the Census Boundaries Business
Information Need for more information about the desired data specifications and the role of the Metropolitan Council.
The 1990 dataset was available for distribution in Spring 2000. Work began in September 2001 to rebuild the
2000 dataset. It was completed in July 2002.
MetroGIS and the Metropolitan Council, acting in its role as regional custodian, initiated talks between the
Chief of TIGER, U.S. Census Bureau, and The Lawrence Group in December 2001. The purpose of the talks was to
investigate direct incorporation of TLG street centerline data into TIGER to eliminate the need in the future to
locally rebuild census geography to align with local data. TLG submitted a proposal to the U.S. Census Bureau in
January 2002. A response from the Census Bureau was expected by June or July 2002. No further developments between TLG
and the Census Bureau are known.
Since June 2002, the 2000 Census Boundary Data has been made available on DataFinder, and Census Bureau staff
has been informed of this. Parcel data has also been offered to the Census Bureau by several Twin Cities Metro Area
counties.
