An agreement has been entered into by the Metropolitan Council and NCompass (formerly The Lawrence Group-TLG) that provides access to the NCompass Street Centerline and Landmarks data, at no fee, to all State and Local Government agencies and Colleges and Universities in the State of Minnesota. The Metropolitan Council has funded the licensing of these data for use by these organizations to promote standardization and sharing of geographic information. As users of this dataset, you are encouraged to bring to NCompass’ attention any anomaly in the data that you run across. In doing so, the accuracy and completeness of subsequent versions of the data will continually improve. Submit any corrections/errors regarding the data via email to scott@ncompasstech.com.
If you represent a public agency or academic institution and would like to obtain a copy of the data, follow Step 1 and Step 3 below. If you would like use the data in a web mapping application follow Step 1, Step 2 and Step 3 below. Once licenses are signed by your agency and processed by the Metropolitan Council, a user name, password and detailed instructions for obtaining the data will be provided.
If you represent an entity other than a qualifying government or academic institution, but seek access to these data for use on behalf of the qualifying entity, the licensure request must be made by the qualifying entity.

Step 1: Obtain NCompass Street Centerline and Landmarks Data License
- Access the License and follow the instructions.
- If a third party will be handling the data for your organization, complete a Third Party Non-Disclosure Agreement (Exhibit 1 within license agreement)
- Return the completed license to NCompass Technologies:

Step 2 (optional): Obtain Internet Application License
Licensed users of the NCompass Street Centerline Dataset may host public-facing Internet-based applications that utilize the NCompass Street Centerline Dataset, provided they obtain a license to do so and protect the data from unauthorized access. The license application involves demonstrating to NCompass’ satisfaction that their Street Centerline Data will be view-only, that is the source data is not downloadable in a form readily useable in a GIS environment. The application process involves a description of the security measures that will be incorporated into the application to prohibit unauthorized access to the source data.
To obtain an NCompass Internet Application License:
- Confirm that the prospective host organization has a valid license to access the NCompass Street Centerline Dataset.
- Complete the NCompass Internet Application License application.
- Return the completed license application to NCompass Technologies:

Step 3: Download the data (Updates available March 2011)
Downloading the data requires a user name and password. Once the license is signed and the Metropolitan Council’s representative has been notified by NCompass that a license has been approved, a document will be sent to the Licensee containing the URL, username and password.
