License Agreement Instructions

USE & CARE OF TLG STREET CENTERLINE DATA

INTRODUCTION

In May of 1997, an agreement for the use of The Lawrence Group (TLG) Street Centerline data was signed by Metropolitan Council, Minnesota Department of Transportation (Mn/DOT) and TLG. The agreement makes TLG Street Centerline data available to all State and Local Government agencies and Colleges and Universities in the State of Minnesota. Mn/DOT and the Metropolitan Council have funded the licensing of the TLG Street Centerline data for use by these organizations to promote standardization and sharing of geographic information.

This document is intended to serve as an overview of the use of and access to TLG Street Centerline data. Please refer to the appropriate license agreement for full details.

LICENSE

  • The license agreements are site licenses. Multiple copies of the data may be used by a licensed organization.
  • Licensed users have the right to use the data for their own business purposes.
  • The first complete dataset was delivered at the beginning of September 1997.
  • This agreement provides for access to street centerline data updated on a quarterly basis. Once an organization has signed a license agreement updates will be made available through an FTP site. There is no charge for the license to end users and the data may be updated by providing updates to TLG.
  • Licensed users can have their agent use the data on their behalf, but the agent cannot use the data for any other purpose. Agents of licensed users are required to complete a Third Party Non-Disclosure Agreement.

ACCESS

Access to the centerline data is planned to be made through an FTP site that users may access once an end user license agreement has been executed. The proposed process for accessing the centerline data is as follows:

  1. Copies of the license agreement and instructions may be downloaded through the MetroGIS Web site.
  2. Once the requested information has been filled out and the appropriate person has signed two copies of the agreement, it is sent to The Lawrence Group (TLG).
  3. For qualifying agencies, TLG will sign the two license agreements, return one copy to the requester and inform the Metropolitan Council of the newly licensed agency.
  4. Metropolitan Council will then send an account and password to the newly licensed agency.
  5. The agency is then free to download the street centerline and related data and future updates according to the provisions of the license.

RESPONSIBILITIES

While there is no charge for the license, there are some responsibilities that users agree to abide by, including:

  • Submit roadway and address information additions and changes to TLG so they may be incorporated into the street centerline dataset and made available in future quarterly updates.
  • Take measures to prevent the distribution of the TLG data to unauthorized users. It is proprietary trade secret information therefore TLG data is not public information.
  • Determining appropriate applications for the use of the data is the responsibility of the user.
  • For publicly distributed maps and products that use TLG data, license users should provide credit to TLG.

Specifications

  • Centerline Completeness Standard -- The data will contain 95% of all roads that have been open for more than one year.
  • Positional Accuracy Standard -- Roads will be located to within the approximate center of county digital right-of-ways, when available. Other areas will use best available sources and be within ten meters of the road center.
  • Attribute Completeness and Correctness Standard Full Address range information will be available for 97% of the included roads.
  • The physical extent of the street centerline data which are required to comply to these standards includes the counties of Anoka, Carver, Chisago, Dakota, Isanti, Hennepin, Ramsey, Scott and Washington. Additional street centerline data may be available for other parts of the state of Minnesota and the three Wisconsin counties of Pierce, Polk and St Croix.
  • Additions and changes submitted to TLG will be available in the first quarterly update that occurs 90 days after the changes are submitted.

DATA

  • The street centerline attributes include: Comprehensive Street Name, (prefix direction, street name, street type, and suffix direction); two alternate street names; left and right codes for county, city and five digit zip; city or township name; and left from & to address and right from & to address.
  • As available, the following attributes will be included as street centerline attributes: feature class generalization as defined by the U.S. Census Bureau, generalized speed limits based on feature class codes and one-way status using a 3 class system.
  • Related datasets provided with the street centerlines include landmark information such as schools, shopping centers, hospitals, cemeteries, lakes and streams. Landmarks are represented by areas, lines, points as appropriate. Some county and municipal boundary information will also be available.
  • The structure of the centerline data is designed to allow its use in networking and routing applications.
  • Unique identification number will be maintained to allow data files to be related which refer to a unique road segment for use with road maintenance link node modeling and other applications. The unique identification number may be attached to end user data files and distributed without violating license.
