1. Call to Order
Jim Sydow called the meeting to order at 9:05 a.m. The meeting was held at the Fairview Community Center in
Roseville, Minnesota.

2. Acceptance of the Agenda
The agenda was accepted by consensus.
3. December Meeting Summary
The February 6, 1997 meeting summary was accepted by consensus.
4. MetroGIS Updates
4a. Coordinating Committee Meeting Summary
The Coordinating Committee last met on March 6, 1997. Sydow explained that determining procedure and policy
issues comprised most of the meeting.
4b. Policy Board Meeting Summary Sydow similarly explained that the Policy Board meeting on March 25, 1997
dealt with several issues of policy including operating guidelines and organizational structure.
4c. MetroGIS Business Object Modeling (BOM)
Gelbmann presented the Data Content Team BOM model to the team and explained that the information needs survey
has been partially analyzed. The Data Content Team is currently determining the exact prioritization list. The final
presentation of this project will be 22 May 1997 at 1:30 p.m. at the Maplewood Community Center. Gelbmann noted that
the object model will help in development of the web index for access to the information. The team agreed that web
index queries based on the information needs generated in the BOM project is one good possibility.
4d. Joint Data Content and Standards Committee Meetings
Tanya Mayer explained that the Content and Standards teams have begun joint discussions of the next steps of
the BOM project.
5. GCGI Clearinghouse and Data Access
Committee Maeder explained that the committee currently has a paper in the publication process at MN Planning.
The team intends to present the paper to the Governor's Council before the end of the fiscal year. Maeder expects that
the GCGI Access Committee will be replaced with a technical and a policy committee in the future. Maeder reported that
the MetroGIS Access Team and the GCGI Access Committee are both moving to a decentralized data access philosophy and
that proposals from both groups are similar.
6. Web Index Model RFP and Selection Process
Mayer explained that the Web Index RFP was posted on April 7 and will close on May 2, 1997. It is being
advertised in the State of Minnesota Registry and the Minneapolis Star Tribune. The contract will be between the vendor
and the Metropolitan Council. Mayer explained that although the Metropolitan Council has a process for evaluation of
proposals, it is important for the team to feel comfortable with the selection criteria specific to the project.
Gary stated that flexibility of the vendor will be important. The contractor must be able to accommodate
changes in the design of the project, as the nature of a pilot project dictates. Sydow stated that demonstrated success
in similar project should be high on the list of criteria. Gelbmann noted that a good match may be a contractor or
company that is looking for a "showpiece" project. Gary added that using a partnership approach (i.e. potential for
growth on the part of the vendor as well as success for MetroGIS) may be helpful.
The team agreed that estimated price should not be the sole determinant and that likelihood of success vs.
price should be scrutinized. Vanderwall felt that it may be appropriate to give each contender a small test project to
help the decision. Welsch noted that with the propensity of web work available and the relatively small amount of money
involved, vendors may not be willing to invest so much effort into a demo or testing scenario.
The team agreed to reserve the next full Access Team meeting for evaluation of the proposals. Staff will
perform an initial screening of the proposals; a maximum of 8 will be brought to the meeting. The team asked that the
proposals not be mailed out ahead of time.
7. Other Business Gary presented the types of data which Ramsey County Sheriff Department may be able to share
through the MetroGIS. The data included criminal incident location; type of crime; and type, if any, property involved.
For legal and protective reasons, name and juvenile status of offender or victim, among other types of data, will not
be available.
Vanderwall presented a map of the cable data network. This project is a joint city, school district, and cable
commission project with the aim of using cable to connect the organizations to the internet. The team was impressed
with the progress of this project.
