The meeting began at 9:30 AM as part of the MetroGIS Phase II "Kick Off" Forum held at the Kelly Inn in St.
Paul.

1. Team Purpose and Goals
Introductions of team members were made and Coordinating Team members were identified. The Coordinating
Committee's assigned purpose statement was reviewed and clarified. This Purpose Statement is: to identify the
mechanisms for indexing, describing, and accessing current, accurate, and usable geographically-referenced graphic and
associated attribute data. It was stressed that this team will focus on the mechanisms of access and not the policy of
access. It was expressed that good communication with the other teams is critical and that overlap of issues is good.
Indexing, describing and accessing data were compared to a Web page. One could think of it as a catalog of existing
data; connections to a meta-data page; and possibly further to an FTP site of data made available by the source. It was
suggested that an internet expert may be needed by the team for data access feasibility discussions.
2. "Participants" Definition
"Participants" have not been clearly defined yet. One suggestion was that a "participant" may be a source that
has data, personnel or equipment; or money to contribute to MetroGIS. Levels of participation may vary.
3. Data Privacy Issues
Data privacy issues were immediately brought up for discussion. One suggestion was that "Security" should be
added to the title: "Data Access Team". It was agreed that data privacy is less of an issue for this team if a
distributive system is used. Since the data resides with the source, the source retains control by determining which
datasets, if any, are available to all users. The Data Access team will focus on mechanisms of indexing, describing
and accessing data. However, policy behind accessing data remains provider controlled.
4. Next Meeting It was concluded that the team should meet a few more times to identify specific tasks to be
addressed by sub-groups. Jim Sydow was elected Chairperson. The next meeting date is June 6th, 1996, 9:30-12:30 at BRW,
Inc. in Downtown Minneapolis.
5. The meeting was adjourned at 10:30 AM.
