  1. Facilitate a process where participants in MetroGIS can determine the most significant regional data needs.
  2. Identify the sources for the regionally significant datasets.
  3. Summarize the user information needs to determine the characteristics of each regional dataset.
  4. Evaluate and prioritize datasets on the basis of availability, funding sources, and complexity.
  5. Determine the outputs and products from MetroGIS.
  6. Begin Logical Design of databases
