Chair Rick Person called the meeting to order at 10:30 a.m. at the Metropolitan Council offices in St. Paul.

1. Acceptance of the agenda and meeting summary

The agenda for this meeting and the summary for the October 9, 1996, meeting were accepted by consensus.

2. Report on Object Modeling Sessions in October and December

David Vessel described the work that has been completed on the Information Needs and Object Modeling project since the last meeting of the Data Content Team. All of the information identified by the Information Needs participants as needed by their job function was mapped into an object model. This model diagrams relationships between and among different pieces of information. By diagramming the relationships, all of the original 800+ information needs were combined into 80 statements.

3. Next Steps in the Object Modeling and Information Needs Process

The next step in this process is to rank and prioritize the information needs. David Arbeit and Will Craig have created a survey template which asks each participant from the September Forum an all members of the MetroGIS Policy Board to rank the 80+ statements of information needs. Craig and Arbeit explained that survey has been alpha and beta tested and may have a few minor revisions before the final application. The survey sessions have been scheduled for February 12 and 13, 1997.

David Vessel, Chris Cialek, Bruce Abbott and others from the project management team will be working to break out and list all relationships and entities needed to answer each of the 80+ information needs. This will allow us to understand the pieces of information and/or data which must be available to answer a particular type of question. The team agreed that although it will be important and helpful to eventually list all the attributes of each entity within the object model, the immediate priority will be to focus on the attributes of the information needs which are identified as most important for MetroGIS goals.

4. Expected Outcomes of this process

The expected outcome from the object modeling process is a ranked list of objects with attributes which are used to answer the information needs as identified in September. We may need to rank each attribute of each object as well as the object itself. Most of this work will be completed by staff or project management team.

The final report from this process will not include any information on keys or identifiers. Thus, some of the next steps of the Data Content Team may include this task.

5. Next steps for the Data Content Team: Strategic Action Issues

The team directed staff to more fully define the strategic action issues as outlined on the agenda for discussion at the next meeting.

6. Next Meeting

The next meeting of the Data Content Team will be April 8, 1997 at 1:30 PM at Land Management Information Center of the State of Minnesota.
