August 6, 1997 Minutes

Chairperson Rick Person called the meeting to order at 1:05 p.m. at the Metropolitan Council Offices in St. Paul.

Members present: Chairperson Rick Person (City of St. Paul), Jane Harper, (Washington County) Michael Munson (Metropolitan Council); David Claypool (Ramsey County); Tim Zimmerman (Hennepin County); John Connelly (St. Paul & Ramsey County Charter Commissions); Roger Carlson (City of Minneapolis); Dennis Carlson (Anoka-Hennepin IDS #11)

2. Accept Agenda

The agenda was accepted as presented.

3. Accept Meeting Summaries

The meeting summaries from April 18 and April 8 were accepted.

4a. Information Needs Workplan

Staff presented the detailed workplan for moving from the workgroup process to datasets. The Dataset Comparison Document was discussed. Harper questioned the difference between 'data needs' and 'data specifications'. More specifically, she questioned when data specifications be turned over to the Standards Team. Mark Kotz, staff to the MetroGIS Standards Team, explained that a standard may allow people to identify the characteristics of a dataset but that the Data Content Advisory Team needs to determine what characteristics are required.

4b. Jurisdictional boundaries Workgroup Priorities

Staff explained that although many types of jurisdictional boundaries had been compiled through the information needs process, the workgroup identified 3 types of boundaries for priority focus: county, MCD (municipalities and townships), and school district.

4c. County and MCD Boundaries

After much discussion regarding the format of the reports, David Arbeit compiled the following recommendation:

"The MetroGIS Data Content Advisory Team recommends that the Metropolitan Council assumes responsibility for compiling the best available data sources for county and MCD boundaries, re-compile them on a regular basis, and make them available to MetroGIS participants. Organizations contributing data to the effort will be responsible for documenting the data using the Minnesota Metadata Guidelines for Geographic Information. The dataset will be evaluated at least once a year and a recommendation made to MetroGIS regarding the best available source and the need to re-compile the data to reflect changes."

Jane Harper motioned and John Connelly seconded the above recommendation. The motion passed.

Jeff Saholt, a cartographer from MnDOT Corporate Cartographic Unit, brought several examples of municipal boundary maps kept by MnDOT. He explained that although the official record of municipal boundary changes is the legal description approved by the Minnesota Municipal Board (MMB), MnDOT maps are often used to help resolve disputes through the MMB. The team agreed that MnDOT data may be the most positionally accurate municipal boundary data available and that it will need to be further explored.

4d. School District Boundaries

After discussing the report, Harper motioned that the Washington County pilot project be expanded to include appropriate representatives from around the metropolitan area for school district boundaries. Further study and recommendations will be forthcoming from this group. David Claypool seconded the motion. The motion passed.

5. Workgroup timeline and leaders

David Claypool motioned and John Connelly seconded to move forward on 'future land use' and 'street centerlines'.

There was no other business.
