September 29, 1997 Minutes

Chairperson Rick Person called the meeting to order at 1:05 p.m. at the Metropolitan Council Offices in St. Paul.

1. Accept Agenda

The agenda was accepted as presented.

2. Accept Meeting Summaries

The meeting summary from August 6, 1997 was accepted.

3. Summary of the 28 August Coordinating Committee Meeting

Rick Person explained that the Data Content Team recommendation from 6 August was tabled at the Coordinating Committee meeting on 28 August. Person noted that the Committee adopted the Content Team’s recommendation to begin work on Land Use Plans and Street Centerlines. Person also noted that the Committee endorsed the team’s recommendation to accept Washington County’s pilot project proposals on school district boundaries.

Vessel commented that the actions of the Coordinating Committee should be viewed as concern for process rather than concern over the work on the team.

4a. Washington County Status Report

Harper explained the progress that has been made on the jurisdictional boundaries pilot project in Washington County. She described 3 pieces of work facing the Data Content Team in the information need projects:

  1. Identify Existing Data
  2. Identify Improvements to that data
  3. Identify Improvements to the process.

Harper explained that Washington County’s pilot project is focusing on identifying improvement to jurisdictional boundaries data. The project has begun with jurisdictional boundaries of Forest Lake. Harper distributed a report on the project. The team agreed that a lot of progress has been made toward identifying all of the issues involved with mapping municipal boundaries.

The team discussed possible need for a peer review regarding policy issues at some point in the future. Claypool noted and the team agreed that future policy for annexations and maintenance of a municipal boundary may need more thought.

Craig noted the need for different scale maps depicting the same theme. For instance, one user may only need an outline of municipal boundaries that will fit on an 81/2" x 11" piece of paper while another user may need accuracy at a sub-parcel unit for legal purposes. Who will come generalize the detailed map to a more general level? Craig felt that this should be done at a metropolitan / regional level and suggested that the Metropolitan Council may be the most appropriate agency to take this task. Gelbmann noted two separate issues: who will do the generalization; and how will the generalization be done. Craig suggested utilizing local expert, Bob McMaster from the University of Minnesota regarding generalization.

A discussion of which organization would be the best compiler of data ensued. Craig noted that each county would need to think about its own needs for generalization. Harper suggested that a recommendation regarding generalization could come out of the Washington County pilot project process.

Harper noted that a Peer Review of the municipal boundaries pilot project will be held on October 8. The MetroGIS Standards Team will participate in the review.

4b. Dataset Recommendation to the Coordinating Committee

There was some discussion of the appropriate roles of the various advisory teams. Harper motioned and Claypool seconded the following recommendation:

  1. The following specification should be used for County and MCD Boundary datasets: The dataset(s) should be a metro-wide with more positional accuracy than the existing metro-wide coverages. The dataset(s) should provide metadata, entity and attribute information, unique identifiers, official map names, label points, and contact information for each county or MCD jurisdiction. The horizontal datum should be NAD83 and the dataset(s) should be in a format that can be converted to as many other formats as possible. The dataset(s) must match the county parcel layers where the parcel layers conform to positional accuracy requirements that are yet to be determined.
  2. Metropolitan Council’s MCD and County boundaries dataset be made available until such time as a ‘better’ (for example: more positionally accurate or more up-to-date) dataset becomes available.
  3. A set of ‘findings’ be compiled regarding: Potential Dataset Custodian Organizations; Logistics and Procedural Issues; Dataset Custodian Responsibilities. The findings will include staff research completed as well as information from the Washington County pilot project on municipal boundaries. This set of findings will be used by the MetroGIS Policy Advisory Team to make a recommendation of the dataset custodian organization.
  4. Coordinating Committee recommend a custodian for the MCD and County boundaries dataset using the research information gathered by the Data Content Team and the Washington County pilot project.

5. Status of Watershed Districts Mapping

Vessel explained that the State Board of Water and Soil Resources (BWSR) has been sent an electronic file that was digitized by the Metropolitan Council GIS staff. BWSR is currently working to revise these boundaries through hearings and re-writing of the legal descriptions.

6. Other Business

Gelbmann explained that a dataset of all addressable street centerlines data throughout the metropolitan area has been prepared by the Lawrence Group. The Metropolitan Council and MnDOT have jointly purchased a license agreement which allows any government agency with jurisdiction in the metro area to use the data. The data should be ready for download from an FTP site by mid-October.
