Chair Rick Person called the meeting to order at 1:10 p.m. at the Metropolitan Council Offices in St. Paul.

1. Accept Agenda
The agenda was accepted as presented.
2. Accept Meeting Summaries
The meeting summary from September 29, 1997 was accepted.
3. Summary of the 24 October Coordinating Committee Meeting
Jane Harper explained that the Coordinating Committee acknowledged that staff should feel comfortable with a
stronger role of moving items between and among teams as appropriate. The Metropolitan Council agreed to use of the
hybrid county and MCD boundaries dataset by MetroGIS participants. Metropolitan Council agreed to update the dataset
when necessary. (Welsch noted that the Metropolitan Council FTP site is up and running and that the boundaries dataset
is likely to be distributed from the FTP site.)
Harper also noted that the Coordinating Committee approved a publication by the Standards Team entitled,
"Guidelines and Issues to Working with Addressing Data". Will Craig reported on the Joint meeting of the Policy Team
and the other advisory team liaisons. A survey of MetroGIS participants will be conducted in the coming weeks. The goal
of the survey is to improve process and staffing as appropriate to MetroGIS projects. All team members are encouraged
to participate.
4. Washington County Status Report
Harper explained the progress that has been made on the jurisdictional boundaries pilot project in Washington
County. She stated that a peer review had been held and that a draft report will be prepared by January for the
municipal boundary pilot project. School district boundary pilot project will be the next focus of Washington County.
Welsch is working with the Washington County staff to compile a school district boundaries review group. Harper also
noted that Washington County is working with State Board of Water and Soil Resources (BWSR) to update and revise
watershed district and Watershed Management Organization boundaries. BWSR is currently working to revise these
boundaries through hearings and re-writing of the legal descriptions. Washington County will be doing the technical
work of updating the electronic boundary file.
5a. Street Addressing Information Need
Rick Person explained that a workgroup on addressing issues and needs will be meeting on December 11. The
group leaders are Rick Person and Tom Glancy (MnDOT). Several organizational meetings have taken place and Karl
Olmstead (MnDOT) has agreed to serve as facilitator. John Connelly, Tim Zimmerman, and Rick Person from the Data
Content Team will be serving on this workgroup. Connelly suggested that we investigate the recent Census Bureau
standards for addressing.
5b. Land Use Plans
The I35W Corridor Coalition has begun work on a land use plans pilot project. The seven communities will
create a land use scheme which can be used for a coalition-wide GIS database. Tim Zimmerman is also participating in
the pilot project and briefed the team on his work with Hennepin County to explore storage and updating issues of land
use plans coverages. Harper noted that Bill Weber (BRW) did some work of this type of Washington County that may be
useful. She also suggested that the American Planning Association (APA) may be interested in helping with a land use
categorization project. Cliff Aichinger and Kurt Chatfield were also suggested as possible resources for this project.
Zimmerman noted that the I35W group is looking for some kind of results in the spring of 1998.
5c. Regional Socioeconomic / Demographic Data project
Randy Johnson explained that John Carpenter of the Lawrence Group is proposing a private-public partnership to
create some socioeconomic and demographic data. School districts, human resource departments, crime reports, as well
as information from private sources such as newspapers are proposed to be included. A special presentation of this
proposal will be forthcoming in January. All team members are encouraged to attend.
6. Information Needs Timeline
Welsch explained that staff has prepared a timeline for the work begin done by the Data Content Team. The
timeline is meant to help think about workplans. Other committees in MetroGIS may use the timeline to help estimate
resource needs. The team had a general discussion of 'closure' on information needs projects. Harper suggested that
closure for the Data Content Team should occur after a recommendation and set of finding for a particular need has been
forwarded to other teams or the Coordinating Committee. The team agreed that the diagram will be more useful with a
more narrow definition of closure.
7. Other Business
Craig explained that the Policy Team has requested the Data Content Team to work on a scheme for 'framework
data'. The Federal Geographic Data Committee (FGDC) is currently working to define 'framework' data. 'Framework data'
is data that is for general reference and should be given freely to anyone. Harper noted that Washington County is
currently making some decision in this regard about Washington County data. Harper and Craig agreed to meet in January
to review Washington County work and draft ideas for MetroGIS.
