The meeting began at 9:30 AM as part of the Phase II "Kick Off" Forum at the Kelly Inn in St. Paul.

Washington County; Paul Leegard, Anoka County; Bob Moulder, Hennepin County; Ernie Petersen, St. Louis Park; Ron Wencl,
U.S. Geologic Survey; David Windle, City of Roseville; Jay Wittstock, Dakota County.

1. Introductions and Team Purpose
Team members made introductions. Meeting handouts included: agenda, "Standards for GIS" brochure developed by
the Governor's Council Standards Committee, concept map diagrams relating to Standards from the MetroGIS Strategic
Planning Retreat. The team's purpose statement was presented: "Identify or develop standards that allow data sharing
among the participants of the MetroGIS." It was noted that we will first need to identify the key datasets and that
the team may want to start with Metadata.
2. Governor's Council Standards Committee
Chris Cialek, Chairperson of the Standards Committee for the Governors Council (GC) on Geographic Information,
described the key points of work by committee. It has: focused early on data standards (as opposed to other standards);
worked toward guidelines instead of hard standards; developed procedures for putting official state standards or
guidelines in place; developed a survey of standards used in state government; and developed a "Standards for GIS"
brochure. Cialek explained that the purpose of the Governor's Council is to promote the development, use and sharing of
geographic information. Governor's Council Standards Committee wants input from MetroGIS Standards Team. Putting the
GC's list of standards on a web page with a form for people to add the standards they use was suggested. It was agreed
to investigate means of collaboration between the two groups. Cialek will give a more complete report on GC issues at
the next meeting.
3. Team Organization
Clark Evans of Minnetonka Schools was approved as the Chairperson. There was some discussion of any missing
interests on the committee (e.g. private sector, realtors, public safety). Staff reported that people from these areas
had been invited to participate in the process. Experience with similar situation in the GC has been that private
sector people often get involved once specific projects or products are defined.
4. Next Team Meeting
A regular meeting date and time was set for the team. Future meetings will be the 2nd Wednesday of each month
from 8:30 to 10:30. The next meeting will be on Wednesday, June 12; 8:30 AM to 10:30 AM at LMIC.
