September 11, 1996 Minutes

The meeting began at 8:30 AM in at the Land Management Information Center (LMIC) in the Centennial Building.

Members Present: David Windle, City of Roseville, Minnetonka Schools; Dick Carlstrom, TIES; Chris Cialek, LMIC; Paul Leegard, Anoka County; Bob Moulder, Hennepin County; Ernie Petersen, St. Louis Park; Scott Renne, City of Minneapolis; Ron Wencl, U.S. Geologic Survey; Kent Tupper (for Jay Wittstock), Dakota County.

Support Staff: Mark Kotz, Metropolitan Council

1. Introductions and Modifications to Agenda and Meeting Notes

Team members made introductions. There were no modifications to the agenda or the meeting notes from the previous meeting.

2. Address Standards Working Group Report

Kotz reported on the address standards working group meeting that was held in Roseville on September 5th. That group developed a workplan as follows: 1. define the basic fields of an address (both input and storage); 2. describe the issues involved with actual and theoretical address ranges and 1 or both sides of the street; 3. investigate structures used by Metrowide address centerline layers (DOT, Lawrence Group, NSP, etc.); 4. explain the difference between address points and address ranges; and 5. discuss address classifications (house vs. vacant lot, vs. industrial property) for mailing purposes. The working group will meet again on Wed. Oct. 2nd at 8:30 at Roseville city hall.

3. New Team Leader

Kotz informed the group that Clark Evans will be stepping down as team leader due to a reorganization at Minnetonka Schools that will prohibit him from attending the regular meetings for many months. Paul Leegard nominated David Windle as the new team leader. Windle also nominated Leegard as the leader. Leegard declined the nomination. By consensus Windle was designated the new team leader.

4. Selecting a Representative to the Steering Committee

The MetroGIS Coordinating Committee asked each team to agree on a representative to the yet-to-be-formed Steering Committee. This committee will meet every other month to set the agenda for the Coordinating Committee meeting. This person will also be expected to attend the Policy Board Meetings. One of the Coordinating Committee liaisons is preferred. Ron Wencl agreed to assume this role.

5. Update on Data Modeling Effort

Chris Cialek gave a report on the upcoming data modeling effort by MetroGIS. On October 19th a number of GIS stakeholders in the metro area will be attending an afternoon session at the Kelley Inn. With the aid of a professional facilitator, a data analyst and a recording analyst in each of the 6 groups, the participants will develop laundry list of the kinds of data they need to do their jobs. Then in October a smaller group will get together to develop entity and attribute relationships.

6. MN GIS/LIS Conference MetroGIS Session

There will be a session at the MN GIS/LIS conference on MetroGIS describing what has happened in the first year.

7. MetroGIS Coordinate System Standard

Ron Wencl reported that at the last Coordinating Team meeting the topic of a MetroGIS standard coordinate system came up. Coordinating Team members asked the standards team to address the issue of whether there should be a metro coordinate system that we all use, or use for data exchange. Should it be an existing system or something new? The Standards Team formed a working group to look into the issues. Also, Kent Tupper handed out a short document that Dakota Co. uses to explain the issues. All agreed that it was an excellent handout for this purpose. The working group will meet October 2nd. at 9:30 at Roseville city hall (after the address standards working group meeting).

8. Communication with other Teams

Bob Moulder and Ernie Peterson expressed an interest in receiving more information about what the other MetroGIS teams are doing, and how we fit in. It was suggested that each month Ron Wencl could give a report from the Steering Committee meeting. Also, Kotz will look into the possibility of getting a report from each team each month.

9. Next Team Meeting

The next team meeting will be on Wednesday, October 9th; 8:30 AM to 10:30 AM at LMIC.

10. The meeting was adjourned at 10:30 AM.
