October 9, 1996 Minutes

The meeting began at 8:30 AM in at the Land Management Information Center (LMIC) in the Centennial Building.

Members Present: David Windle, City of Roseville; Bob Moulder, Hennepin County; Ernie Petersen, St. Louis Park; Ron Wencl, U.S. Geological Survey

Support Staff: Mark Kotz, Metropolitan Council

1. Modifications to Agenda and Meeting Notes

There were no modifications to the agenda or the meeting notes from the previous meeting.

2. Overview of MetroGIS Structure and Progress to Date

Randy Johnson, GIS Liaison from the Metropolitan Council and staff contact for the MetroGIS Coordinating Committee, gave the team an update on the progress of the MetroGIS effort. Two handouts (Oct. 8th memo to Data Content and Standards Advisory Teams, and brochure MetroGIS: Sharing Data Across Boundaries) include the contents of Randy's presentation. Overall, the MetroGIS is in the midst of a 2 step process to 1.) get endorsement from each of the eight key players at this point (the seven counties and the Met. Council), and 2.) to develop data and cost sharing agreements between the eight key players. In response to questions about the current effort by the Data Content Team to identify key datasets for the region, Randy reported that the second step in this process involves a 2 day focus group session on Oct. 3031st. This will be followed up by a draft report from the consultant to be reviewed by the focus group participants at a session on Nov. 21st. The Standards Team agreed that after the November session we, as a team, should review the report and develop our workplan for the next year.

3. Report from Address Working Group

David Windle reported on the progress of the Address working group. (See Address Working Group meeting notes.)

4. Report from the Coordinate Systems Working Group

Mark Kotz reported on the progress of the Coordinate Systems Working Group. (See meeting notes for that group.)

5. Work Program for Coordinating Committee

The Coordinating Committee asked the Standards Advisory Team to submit a workplan that linked the work items to the strategic issues given to the team. The workplan was to be brief and in bullet form. Kotz put together a draft for comment by the team. The only suggested change was to say that we have developed a "draft" template process for identifying standards needs, etc.

6. Meeting Frequency

The team discussed the idea of meeting every other month, while the working groups meet every month. While this was not resolved completely, it was agreed that the full team would not meet in November.

7. Next Meeting: Wednesday, December 11th. Tentative agenda:

  • Content Team metro data needs analysis process report
  • Discussion of implications for the Standards Team
  • Reports from the Address and Coordinate Systems working groups
