The meeting began at 8:30 AM in at the Land Management Information Center (LMIC) in the Centennial Building.

1. Introductions and Modifications to Agenda and Meeting Notes
Team members made introductions. There were no modifications to the agenda or the meeting notes from the
previous meeting.
2. Information Sharing
Kotz mentioned that URISA is putting on a national conference in March entitled "Integrating GIS and CAMA".

3. Regional Data Modeling Process
Cialek described the work thus far with the data modeling process of the Data Content Team. He showed a draft
entity relationship diagram that was developed as the result of two-day data modeling session in October. The data
modeling process consultants (Advanced Strategies Inc.) together with members of the Data Content Team and other
subject matter experts, have since developed and review six additional "fragments" of the model. In addition to this,
ASI and the Data Content Team have dissolved the 750 original business questions into approximately 100 business needs
questions. The next step is to develop a questionnaire to be used to help rank the data needs. This will be use to
define the high priority datasets upon which the Standards Team will focus.
4. Address Working Group Report
Kotz reported on the work of the Address Working Group. The group is putting together a document entitled
"Address Issues and Guidelines". The intent of which is to provide guidance and assistance to users and developers of
address information. The document will be distributed to Standards Team members after all sections of the document are
in place.
Kotz also reported that while at the National GIS/LIS Conference in Denver, he attended an all-day workshop on
addressing. The workshop was very informative. Some of the material will be incorporated into the "Address Issues and
Guidelines" document.
5. Coordinate System Working Group
Wencl reported on the work of the Coordinate System Working Group. He gave a background on why the working
group formed.
Kotz handed out a draft of a memo to the Coordinating Team. The memo describes our recommendation that the
guideline for a common coordinate system for metro wide layers should be UTM, NAD83, Meters. There was considerable
discussion about this issue and what the intent of our recommendation is. Members suggested some wording changes that
will be incorporated into the final memo to the Coordinating Team.
Cialek and Kotz discussed the status of the coordinate system primer. They reported that after a meeting with
themselves, Dave Gorg and Ken Whitehorn (Itasca Co. Surveyor), that a document being put together by Whitehorn will
probably serve this need. The Governor's Council on Geographic Information will likely help publish this document
entitled "The Minnesota County Coordinate System, a Handbook for Users".
6. Meeting Attendance
Windle noted the poor attendance at the last two full team meetings. He suggested that prior to the next
meeting, we should phone each of the members and invite them to attend.
7. Next Team Meeting
The next meeting of the full team will be Wednesday, February 12th; 8:30 AM to 10:30 AM at LMIC
The next working group meetings will be Wednesday January 8th, 8:30-9:30 & 9:30-10:30 (address and
coordinate system meetings back-to-back.)

Action Items: Kotz put item on Address Working Group agenda to discuss the format & look of the final
product.
